I want to transmit the data collected by a gps logger, to a bluetooth recepter that might be 100 to 300ft away (100 meter). Meaning that I do not want to use a sim card or communication service provider.

There are several flavours of Bluetooth. Look at Bluetooth LE for longer range communication. 100ft is the max distance and the data rate is much slower than typical Bluetooth.
