A power supply operating in constant current mode, with a short as a load, has to apply some small voltage to cause movement of charge equal to the configured current. I'm not sure currents without voltages apply in an electronics design context, but I could be wrong. There's a related question at Physics.SE: Current without Voltage and Voltage without Current?
