FT232RL doesis not recognized

I designed two boards that contain an FT232RL FTDI chip, FT232RL. The differencesdifference between two boards relyis only onin the USB data lines. One of the two designPCB designs (Image A) does not recognize the FTDI chip. I noticed that ifwhen I unplug and replugagain plug in the usbUSB cable very quickly the FTDI chip gets recognized. ButHowever, if I don't do itnot do this quickly enough, the problem still remains.

The schematic is identical infor both PCBs.
