My laptop adapter just broke out, so I decided to make a simple adapter of my own but I would like someone to check the circuit diagram and tell me if it would work or not??

\$\begingroup\$ What in the world... why the heck are you using a Zener to convert 200V to 22V \$\endgroup\$ – Bradman175 Oct 12 '16 at 23:13

No.

Your charger design fails in several regards:

  1. Safety. You have no isolation between mains and your laptop. All exposed metal including the power jack, USB ports, video, etc., as well as the complete internals will be live.
  2. Your power supply dissipates ten times the power the laptop uses as heat. If your laptop requires 60 W your power supply (if it worked) would waste 600 W.
  3. Lots of other problems but it's not worth while analysing these due to the fundemental problems 1 and 2 above.

It is clear from your proposal that you are unqualified to work on mains or design a power supply. Do not attempt this circuit.

NO NO it is not safe .NOT worth dying for .You should have galvanic isolation.
