Can anyone explain how to turn Arduino GSM shield into GPRS provider for other devices like smartphones so these can connect to Arduino GSM shield and use internet from it?

    \$\begingroup\$ In my opinion this is not possible. You would need to turn the GSM shield into a (simplified) GSM base station. I think that even with different firmware this cannot work. A GSM shield is designed to behave like a phone, not like a base station. What would be possible is using WiFi as the local network so you'd make a WiFi access point which uses GPRS as the internet connection. \$\endgroup\$ – Bimpelrekkie Oct 8 at 6:06
