Anyhow, the interference generated by spark gap transmitters was significant motivation for forming the ITU (and the FCC, and other regulatory bodies) in the first place, and if you want to delve into specifics, I suggest asking a new question. The specific regulations in the US are in title 47 -- search for "damped wave", the kind of emission made by spark gap transmitter.
