I would expect to have enough information in a BOM that I could go away and actually build the final assembly. That means the information on the parts has to be good enough to identify them (manufacturer parts number or at least package, type of capacitor...). Which isn't the case in this example...

If I asked someone for a BOM, I'd expect something that will let me build an order containing components sufficient to populate a part, and this doesn't do that.
