I'm worried that we can't see C21 (the decoupling cap for the osc). How far away is that cap? Also there seem to be solder splashes from the PCB pads for the osc, to the silkscreen for "U10". Is that true? Any chance of the splashes being relevant? I know you are concerned about the freq - but that is only one of the issues in what you originally said. The other is the sine wave instead of correct square wave o/p. Excessive cap loading could have been the cause, if you used a x1 probe, but now answered. | |

(b) What capacitive loading does it have, according to its specification? (c) "Both the ARM and PHY had 5-7 pF at the EXTAL inputs." Do you mean that you added 5pF-7pF capacitors to these inputs, or something else? It would help to see the schematic (or even just the currently relevant parts) and a photo of the board (in case something "jumps out", which we won't guess without seeing it). (d) What is the pk-pk voltage of the sine OSC o/p? | |
