Converting Pronto hex codes to raw on/off pulses

I am a programmer and am trying to create a tool to convert Pronto Hex codes to RAW IR pulses. To do this I'm trying to understand the process manually. … How would I discern from the HEX code that I needed to use the 9000 on 4500 as the opening pulses?
