I have 1one OSB4XNE3E1E IR LED datasheet

Btw:the7 V. The maximum voltvoltage of the battery is 4.2v2 V maybe "when full charged" and when iI made the circuit itsit was not fully charged so itsit read 3.99v99 V.
So theThe datasheet above saysays the maximum voltage of the ledLED is 2v2 V at 700ma700 mA and the typical is 1.7 at 700ma700 mA.
Now first :every every time iI measure the ampere of the circuit the ampere is always under 100ma100 mA.
Before iI said the second point i cantI can't get the current of the ledLED that he can take it beacusebecause on the datasheet its written 700ma700 mA and when iI link it its say something under 100ma100 mA so iI was confused and all iI did is get some resistors and put it from the highest to the lowest to get the resistance iI need.
Second :i. I put a resistance about 1k ohm1 kΩ and its glowit glows nice but the voltage atis under the typical voltage of the ledLED:
So iI lower the resistance and its glow more and the voltage go more BUT! The heat is going up in the resistor . finally iFinally I get 10 ohm Ω resistance and the voltage on the ledLED read 1.5 maybe or 1.6 but the 10ohm resistance is10 Ω the resistor gets too hot and its becoming hot very fast.. any way
I link the ledLED directly to the battery to figure out what the problem and yeah the ledLED is dead and after.
After its dead itsit's now reading the voltage of the battery its self wichitself which is 3.99 (with very very very very ultra low glowing)

I don't understand even with low resistance the voltage of the ledLED that its taken from the battery is not able to go upperhigher than 1.6 or 1.5 (iI need it 1.7 - or 1. 88 - 1.9)
Why?
And iI have a second question wichwhich is the company of the ledLED how can they use 700ma700 mA with 1.7v7 V? Im
I'm talking about the ampere because every time iI measure it its read under 100ma100 mA so how?
And also iI have a third quastion wichquestion which is linked to the second one
Does the ampere of the battery that the battery provide it is changeable proportional to the load?
