I saw it for the first time 20 years ago when I came into contact with the creator of this site - Colin Mitchell, but I did not accept it. "Moving voltage" is based on the hydraulic analogy - a water column with changing height.

Jan 20, 2023 at 1:01 comment added Audioguru The virtual ground opamp is mot needed with the Jfet-input opamps shown (they have extremely low input current) , but is needed if old opamps that have regular input transistors are used in the tone controls circuit. Maybe TI shows the un-needed opamp to sell more of the TLV2461 that is is expensive.
