i used a 4040 counter to count the pulse from encoder, and use 2 output signal to an AND gate,and after that one way is go to reset 4040 counter, another way continuously goes to a NAND gate, but the issue is, when i connect in these way, there is no high voltage out put signal from these 2 pins.but if i disconnect them, i can read the output signal again from multimeter, and other pins always have signal. i detected the AND gate and NAND gate, there are no short cut. but why there is no out put signal when i connect to these gate?
