I want to design a PCB for FPGA prototyping. Please help me understand if I need to supply these voltages and why?

These voltages are from the Artix-7 Datasheet. http://www.xilinx.com/support/docume...Data_Sheet.pdf I'm using the Artix - 7 236 pin BGA FPGA. I'm only using the FPGA board I'm laying out on Altium for gigabit ethernet purpose, no LCD screen, no USB, no SRAM, no DRAM, no memory, no microcontroller, no other peripherals except JTAG/SPI configuration of the FPGA.

Kindly inform what is meant by Select IO standards. Which standard should I use for gigabit ethernet? Here is the document I referred http://www.xilinx.com/support/docume...s_SelectIO.pdf
