While all op amps can be operated with a single supply, op amps that are marketed as capable of "single supply" operation typically include an input common mode range and output voltage swing down to the negative supply voltage. Why doesn't this op-amp schematic work?

Your +5V power supply voltage is too low for an older TL071. Your input pin 3 voltage of the first opamp has no DC bias voltage. The opamps amplify AC and DC.
